Base64, both ways.
Paste text to encode or Base64 to decode. Handles emoji and every language via UTF-8.

Base64
How it works
Text is converted to UTF-8 bytes before encoding, so non-English characters and emoji round-trip correctly. The URL-safe option uses the Base64URL alphabet (- and _ instead of + and /) and drops padding, as used in JWTs and URLs.
Base64 is an encoding, not encryption — anyone can decode it.
FAQ
Why does decoding fail?
The input must contain only Base64 characters. Whitespace is ignored and missing padding is added automatically, but other characters, or bytes that aren't valid UTF-8 text, produce an error.
Is Base64 secure?
No. It only changes how data is represented. Never use it to hide passwords or secrets.
